A compulsory purchase order to force the sale of meadows to make way for 3,200 new houses in Northamptonshire has been drafted.
Wellingborough council said the order was needed to "facilitate the first phase" of the £200m development on land behind the town's railway station.
The order was agreed after discussions stalled between landowners Wellmere and developers Bovis Homes.
The council expects the order to be served in October.
Building work could begin a year later.
Council leader Paul Bell said: "Stanton Cross is a major, jobs-led development for Wellingborough and this piece of land is needed to open that up.
"The people of the borough have waited 10 years for this development to get going and we can't start on any of it until we have this land."
Outline planning permission for the development was granted in 2008, and the order, which was made yesterday, will now be submitted to communities secretary Eric Pickles.
